The planning program for planning documentation aims to provide a basis for establishing a system of goals, strategies and methods for its preparation, which will guarantee that the new planning documentation will overcome the problems that delay the realization of the appropriate plot – area. In essence, it represents a practical analysis of the manner of implementation and systematically encompass all the aspects of the implementation of the planning documentation.
Essential and up-to-date information about all problems that affect the quality and quantity of the planned activities is essential for the development of the Planning Program. The constant detection of problems during the implementation of the planning documentation is the only guarantee for making the right choice of program requirements that will be part of the objectives and strategies of the future planning documentation.
In accordance with Article 44 of the Law on Urban Planning (“Official Gazette of RM”, no. 32/20):
- General Urban Plan
- Detailed Urban Plan
- Urban Plan for a Village
- Urban Plan Outside of a Settlement
- Urban Plans for Areas and Buildings of State Importance
are prepared on the basis of a Planning program which determines the boundary and the content of the planning scope and consists of a textual and graphic part.
The Planning Program for the development of the aforementioned Urban Plans for the needs of legal entities and natural persons is prepared by the Commission for Urbanism of the institution, Public Institution for Urbanism – legal entity with a license for development of Urban Plans or the Agency for Spatial Planning
